The Bug:

The effect amplifier for potions grants effects with an additional level.

Steps to Reproduce:

Give yourself the absorption effect with an amplifier of "1" by using the command provided below.
```
/effect give @s minecraft:absorption 100 1
```
Open up your inventory and observe the potion effect's amplifier.
Take note as to whether or not the effect amplifier for potions grants effects with an additional level.

Observed Behavior:

The effect amplifier grants effects with an additional level.

Expected Behavior:

The effect amplifier would not grant effects with an additional level.

Amplifier 0 is effect tier 1, amplifier 1 is effect tier 2 etc

Can confirm in 21w03a. Here are some steps to reproduce this issue.

Steps to Reproduce:

Run the following command:

/effect give @s minecraft:absorption 10 1

Open up your inventory.
→ ❌ Notice how you have received absorption 2 instead of 1.
