Some mobs ignore leash's effect

Flying mobs like bats, ghasts and enderdragons are able to be leashed with Leashed:1 tag and the rope is shown, but they can stretch it as far as they want so keeping them within a certain area using them is impossible. Leashing works correctly even with mobs you can't leash without cheats, like creepers or even Withers.
