So I used the effect command with this line,
"/effect @a[x=473,y=81,z=539,r=35] 23 240 20 false"
and it gives me the effect of saturation, but only for 11 seconds, not 240.

Saturation is an instant effect and has no duration resp. the remaining time is cancelled if your hunger bar is completely filled up.
