1. I locked the difficulty on hard.
2. I used /difficulty 0.
3. The difficulty was locked on peaceful
4. I went to the end
5. The difficulty was unlocked.

Happens to me as well, I also noticed that if you try to change to another difficulty (only if done in the settings) after unlocking the difficulty (after step 5), and lock it at the new difficulty, it will unlock and change back to peaceful when you enter the end. Seems to work with other difficulties as well.
EDIT: added missing comma, that could have caused confusion

If you lock the difficulty while being in the end, it will unlock when you leave the end, so it works both ways.

I think there's a difficulty for every dimension, now that I've given it some thought.

Yeah it seems to happen with the nether as well, so your theory about there being a difficulty for each dimension might be true, but it seems a bit weird that it's per dimension. I don't think it's intended, but it could be.
