When i use the agility potion and run pressing twice W , my game have been distorced.

Which potion is the agility potion? Speed? Also, this looks similar to something the Yogscast found in their 12w38/39 snapshot video when they tried custom potions.
This happens when your FOV is greater than 180. This can not happen naturally in Minecraft, the highest FOV you can get is:
Quake Pro setting + Speed II + Sprinting + Flying in Creative
This only happens if you have a Speed potion that is higher than naturally possible (such as a Speed X potion).
It is a speed potion higher than normally obtainable. The potion color is pink, which means that it was done by a variant of NBT tags, not by natural means.
My FOV is Quake Pro , Potion of Swiftness 373 : 1 Speed IV ( 1:00 ) Made by Too many items, but i found this issue again without using any potion.

Please reproduce with vanilla minecraft and provide the steps to reproduce.

In the launcher go to "Options", there "Force Update" and login as usual.
I do this, and the bug don't had be solved yet

Any non-standard client/server build needs to be taken up with the appropriate team, not Mojang.

You clearly are not running vanilla minecraft. TMI is a mod that changes the game code. Any bugs you find while using TMI cannot be definitively declared to be bugs in vanilla.

As of 13w09b the obtaining the higher rated effects is possible with the "effect" command.
