[MC-52892] Seeds Won't Grow Under Correct Conditions

Under regular conditions, only a select few of seeds will not grow in a consistent pattern. all other seeds grow just fine, but a few will stay at stage 1 unless bonemeal is used on them. In screenshot: still after 3 natural processes of growth, the same three (one block off screen) seeds have stayed at stage 1 growth, while the others have grown fully 3 times.

i am, but the room is filled with light and that row is the closest to the water.

when i mean filled with light, i mean the nearby walls have one torch every 2 blocks. so a LOT.

after trying different distances with the light source, turns out that the one way it works was when the torch was right above the spots. i'm glad i found a way, but the sensitivity is kinda odd.
