[MC-52988] Entchantment table didn´t notice the bookshelves

I have updatet my Minecraft to Version 1.7.9 since then my entchantment table only do entchants till level 8 or something like that.
Before the update it works well till level 30.

should note that the upper bookshelves aren't being blocked in his picture sohe should still be seeing high levels when enchanting
