When you take a lapis ore block from the creative inventory, it will show up as a normal block. If you click a placed lapis ore block with your pick block key (usually mouse wheel button) and you do NOT have a lapis ore block in your inventory already, you will get a lapis ore "plate" (as you can see on the screenshot).
