[MC-53789] no interaction with old minecarts and item frames

when i try to break a minecart or item frames that have been place previous to 14w17a they do not break or place an item in there

I was able to place and break a Minecart, as well as place and break an item frame in 14w17a.

If the minecart was placed before 14w17a I would not be able to break it in 14w17a

Cannot confirm. I placed a minecart and an item frame in 1.7.9, and they interacted with me in succession in 14w17a.
