Files are not downloading in the minecraft folder.

I was making a new minecraft folder to work on some new mods and then when I logged in, it started downloading. Once it finished downloading a black screen appeared. I went to the minecraft folder and the only thing that was there was a bin folder. I tried the same with a working folder and it loaded fine, but then when I tried to force update a black screen appeared again.
