When you join a server with really large map and your internet connection isn't good(I only get 40 kb/s), and you chat/do command before the map is fully loaded, you client won't show the chat. It will show after the map is fully loaded but the server show instantly.
Step to test:
Download a large file using custom download client
Join a server(Your own server is recommend) with large map.
Chat or do command once you joined the server.
You will see the chat is not displayed.
Don't get what I mean? Here is a video I made.

You are running a home/local server. No one will get get lag issue in local server.
I think this is cause by Minecraft just "stop" when loading world. After the world is fully loaded, every thing will be fine after the world is loaded. This will be a good new if this is fixed for low connection user like me.

Works for me on a dedicated server in miami (I live in Vancouver, that is plenty far), and I am not getting any lag on vanilla...
I don't think it can, it requires time to send information over the internet, that's just how the world works.
The time required depends on the connection between sender/receiver. If you're connection is bad, then it takes time.
I will show you what I feel.
You are suffering Twitter and your internet connection isn't good. Your Twitter loads the tweet(text) first but you just want to view image. Then you have to wait, wait, wait after all tweet in text has loaded, then it loads image.
This is same as Minecraft server. Most server run a custom software that allow multiple servers link together. There will be a hub server. The hub server has nothing, just very large, complex and has some portals. I just want to walk into one of the portal and play. Yes I can walk, enter the poral. After a few seconds, it teleport me back to spawn...I only can wait, wait until the map is loaded, chat is shown, then i can do.
Should be marked as invalid, as this is a bukkit server. Also, cannot observe in vanilla.
