Torch Doesn't Light Room Always

Sometimes a torch will not show light until you walk into a room, even if the room is loaded. A good way to reproduce is to make a room with a torch inside, get outside of it's render distance then get back inside of the very edge of it's render distance. You will notice the room will have no light even with the lit torch inside.
