Hoppers removing Bottles befor brewing completed

When placing water bottles into a brewing stand with nether warts the hopper below remove the water bottles before the brewing is complete:
for example see attached image of a device that should produce extended fire resistance automatically.
Yet dissimilarly when using a furnace to smelt automatically it works flawlessly.
