[MC-5599] Torches on ItemFrame

(Sorry for my english! I can't speak it so good)

I can put Torches on ItemFrame when I click on the Block wheres the ItemFrame is put on. See Screenshot.

MC-1066 Frames don't care about what is attached to a block. They get placed no matter what is there. Resolved

Firstly, there is no block there so the torch can place normally. Then, the item frame doesn't pop off because it is an entity and the torch has no collision box.
