Considering MC-12906, I don't think this qualifies as a feature request. It is true that the /clear command can be used without any arguments, and the documentation for it should reflect that.
However, the help pages are a bit inconsistent on how they accomplish this. For example, the spawnpoint command is listed as
However, the only command that lists all of its arguments as being optional is /help.
