Hoppers aren't attempting to stack items in chest connected to

Hoppers leading into a chest seem to not attempt to stack with previous stacks unless they are on the top. The first screenshot shows the items at the top working just fine and stacking. Then I move them down and the hopper just ignores them. This is on a server so my PC specs shouldn't be the problem.
