That's happening because that chunk isn't loaded.

Confirmed, happens a lot for me. And yes, the chunks are loaded.

To fix an error like that I just hit f3+a and it will reload.

I have tried doing that and it did not work. Everything far away loaded and only some of the ones nearest me did not.
