the power from the redstone torch transfers on from the bottom of the block and powers the powered rail i don't know if this is a glitch or not a picture or i mean three the steps

Intentional behaviour. Placing a torch under a block "strongly powers" that block, so that block can now supply power to those directly touching it. The Minecraft Wiki will have more details for you.
