[MC-58564] Creepers disappear when you use "/gamemode [PLAYERNAME] 3"

When I spawn a Creeper, then change to spectator, it disappears

Works as Intended (I believe). All hostile mobs despawn when no players are nearby, and when in spectator mode you don't count as a player.

Originally Spectators could keep mobs from despawning, not sure when it was changed.
