[MC-58616] The player can't place levers on stairs.

What I expected to happen was I could use levers on quart stairs.

What actually happened was the lever would only be placed on a block of air.

1. Place a upside-down quart stair.
2. Place a lever
3. Flip it, acts as a BUD.
