[MC-58722] Can't place boats on land

Can't place boats anywhere on land, but I can put boats on water. The only way to put a boat on land is to put it on water first.

As far as I know, the game has always behaved like this. Boats are only intended to be functional in water anyways.

In 1.7.5 and almost every other update before that, I was able to place boats on land.

Cannot confirm.
Can place boats on land in 14w26c and 1.7.10

I just tested to reproduce, and it seems I was able to place boats on land, in both 1.7.5 and 1.7.9/10.

Cannot reproduce in creative or survival mode, 14w26c or 1.7.10.
