[MC-58984] generator bug

the end generates in vertical wall like layers. There are multiple "island" like formations in the top of each other.

update: the nether also does the same, the player has a chance to enter it under the bedrock. the last probably harder to replicate.

I can confirm this. The world generator produces a striped tarrain. However, the structures (nether fortresses) are generated properly.

Confirmed in both survival and creative.

I can confirm this happens in the Nether, and it is a pain to navigate (I didn't know that the bug existed until I traveled farther into the Nether, trying to create a Nether portal to a Mesa biome)
