Started a new world a few days ago and today when going to the nether for the very first time it generated the nether terrain in strips. Using the current snapshot.
Doesn't seem to affect nether fortress generation. between strips of land there is only air blocks from bedrock to bedrock.
Chunks generated in 14w26b. ABOVE bedrock!!!
