[MC-59042] Furnace Fuel Input

This may well not be a bug but only items which will work as fuel can be placed in the fuel slot of a furnace. This obviously doesn't affect survival gameplay and can be fixed with blockdata so is a very un-urgent.

I fixed a side effect of one of our latest changes, in the future the fuel slot of furnaces will only accept fuel items or empty buckets.
