Nether cannot generate on older/weaker computers

Generating new terrain with the new generation rules is too intensive to keep up. The launcher decides to skip all ticks instead. That way world generation is ruined on many laptops.

It is caused by the new generation rules, that is too mutch to handle for an old weak CPU.
