When you power a repeater from the side and have the repeater leading to a block with redstone on it, then powering it and un-powering it normally will cause the repeater to flash. See the attached picture. Just set it up like that and power then unpower the repeater.

there doesn't have to be redstone on the side of the repeater, if you power the repeater for just a split second, it keeps flashing. this also happens often even if you aren't attempting to do this repeaters keep flashing in all my builds. even without the block and redstone.
