Mobs continuously jump while on snow

While testing out a resource pack, I noticed that some zombies wouldn't stop jumping, I was in a snowy biome.

When I spawned some zombies in a location without snow, they behaved normally before they walked onto snow.
A chicken was also jumping, leading me to believe it isn't just zombies.

I didn't get a picture because there really wasn't anything to take a picture of.
