[MC-59601] Can't fill cauldrons

I'm unable to fill cauldrons with water buckets on both my realms server and a single-player world. When I right-click the cauldron with a full bucket of water, nothing happens.

Sorry - this bug doesn't actually exist. I was using a resource pack that somehow obscures water in a cauldron. My mistake
