Wild rabbits give off heart particles when fed.

When you give a wild rabbit a carrot, golden carrot, or dandelion it emits heart particles as if it was in love mode when in actuality it is not.

What I expected to happen was for the rabbit to not eat the food and run away just like ocelots.

What happened was the rabbit ate the food and gave off heart particles, making the player think they tamed it or that it is in love mode.

Yep.

It isn't taming it. You can only tame it if you are sitting still while holding a carrot and the rabbit comes towards you. if you go up to the rabbit and right click it while holding a carrot then he will give off hearts but he isn't tamed because he still runs away from you. The bug is that the rabbit is giving off hearts even though he isn't tamed or being tamed.

The sandstone particles at his feet shows he is running away and not tamed
