Chunks Load, but blocks not visible

What I expected to happen was...:
Chunks would load, and I'd be able to see the blocks

What actually happened was...:
The chunks loaded and were interactive, but not visible

Steps to Reproduce:
1. Create a world
2. walk around
3. Walk where the blocks would be, but they do not appear
