[MC-60633] Create single-frame flying fire using flint and steel

You can create a single-tick fire that is placed in mid-air.

Environment

GTX 660 Ti
i7 4770k

java version "1.8.0_05"
Java(TM) SE Runtime Environment (build 1.8.0_05-b13)
Java HotSpot(TM) 64-Bit Server VM (build 25.5-b02, mixed mode)

Also, when you use a Fire Charge instead of Flint and Steel, it will not create flying fire.
