As I began to run the server for the newest update, the server would take roughly 1 minute to "Prepare the starting region." After finally starting, the server would constantly repeat "[WARNING] Can't keep up! Did the system time change, or is the server overloaded?" as well as get unbelievable amounts of lag, somewhere around 786ms. It also, because of the lag, will not allow me to connect to the server, giving me a "Read time out" error, as well as freezing up the server with even more lag. I tried restarting the server multiple times getting the same errors.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
It is not, as far as I can tell. I think what it was, more or less, was corruption of the world from updating it between versions so many times. I'm not sure what caused it, however. It hasn't been an issue yet in any of the most recent builds. of course, if it happens again, I'll be sure to update here.
When I was finally able to get into the world, chunks refused to load, and then this error message appeared in my client.
