Won't let me hit blocks in single player mode but works in multiplayer.

You're in adventure mode or spectator mode in your single player world.
Create a new world in survival mode.

Assuming you used commands to get into adventure mode (how else would you do it if it's not a downloaded map?) your mistake was assuming survival was gamemode 2. It's /gamemode 0 that you want. Zero, not two.
