[MC-61030] I own a server and our spawn is up in the air..but when anybody who is not oped tries to press a button it just sits there not pressing!

What I expected to happen was...:
For a non-op to press the button successfully

*What actually happened was...:
Te button just sat there and won't press down.

Steps to Reproduce:
1. try build a bock with a button up high
2. ...make sure you are not op or it will press
3. ...Try to press it

you can't do this because you are at spawn. it is called spawn protection which basicly makes non ops unable to do anything in the spawn area. this is not a bug.
