When I make an enchantment its tells me it costs 30 levels, but I only lose 3 lvls. The amount of lvls I lose is equal to the amount of lapiz needed. This has been an issue in severel snapshot versions.

For stability and especially security reasons, I would strongly suggest you update your Java to the latest 1.7.0_60 version http://www.java.com/en/download/.
When using a 32-bit browser on a 64-bit operating system the automatic version detection will only show the 32-bit version of Java, the 64-bit version needs to be downloaded manually: http://www.java.com/en/download/manual.jsp.
Thats not the amount of levels you need, thats the level of enchantment your getting. Therefor this works as intended
