[MC-61575] Upside Down stair hitbox is rotated

The upside down stair hit-box has been rotated by 180 degrees, you can still see through the original gap but cannot access any blocks underneath it unless you go from the other side

im trying to build a villiage and when building the roof of the house i had to wait a couple of seconds then move if not the stairs would turn. it is extremely frustrating as i can normally build houses quite fast.
