Monster Spawners spawning mobs too frequently

Monster spawners seem to be ignoring the spawning delay ticks and are spawning mobs extremely frequently, only seen in custom spawners with custom mob properties. Spawn ticks are set with min and max at 600-800 but spawning mobs every ~1-2 seconds.
