Stairs on villages generate on the same direction

What I expected to happen was...:
Ladders should point to the doors on the villages.

What actually happened was...:
Ladders all generate to only one side, including roofs

Steps to Reproduce:
1. Generate a new world
2. Look for a village
3. Fix😃
