Blocks render as solid, when trying to break it takes a while for them to disappear, but you can step inside them

When trying to break a block in creative mode singleplayer while the chunks are not fully loaded, the blocks do not appear as broken and they are still there, but the game freezes and the mobs continue to move slowly, but I could've broken a whole field of blocks and they still appeared as if they were there. The blocks are not solid, and you can step inside them/through them. When attempting to break the particles appear inside the block and the block stays. I can fall through these blocks, but the world acts a bit glitchy and slow. Also, I have VBO's turned on.
