As soon as I opened a new world for the latest snapshot, my textures flickered from completely solid colours to the actual textures. I tried the default, and a higher res texture pack. My video settings are in an included screenshot.

I had the same problem.
turn off your texture pack, and use the default one.
now close minecraft.
create a new profile, and have the snapshot redownload
open world, done.
1.7 texture packs don't work with the snapshot.
