[MC-63311] Banners

When I was testing out Minecraft 14w30b I was checking out the banners and when I was directly looking at them I saw the chunks right next to me unload It worked with anything in my hand or nothing at all. I hope that this will get fixed thank you! I will give you an example.

MC-63070 Chunks do not render behind the player in F5. Perhaps culling should calculate from camera POV instead of presuming head position.

1. This is not because of the banners and it has been fixed.
2. Did you really put "Any biome" for "Environment"? Environment means what Windows are you running, what's your java, etc.
