Using pick block on any banner only returns solid black banner

Whenever I use pick block on a banner, it acts as though the banner was black. This happens in survival and creative.

What I expected to happen:
Survival: When I used pick block on a banner with that banner in my inventory, I expected it to be equipped.
Creative: When I used pick block on a banner, I expected to get that exact banner.

What actually happened:
Survival: Nothing happened, unless there was a solid black banner in my inventory. Then, that was selected regardless of the banner type.
Creative: I got a solid black banner.

Note that solid black is the default coloring. This means that data values and NBT values fail to transfer with pick block.

How to reproduce:
Step 1: Make any banner other than a solid black one.
Survival:
Step 2: Copy that banner.
Step 3: Place one of the banners.
Step 4: Make a solid black banner.
Step 5: Use pick block on the placed banner.
Creative:
Step 2: Place that banner.
Step 3: Use pick block on the placed banner
