Ctrl+Pick Block gives a steve head instead of a head with the owner's skin

Normal pick block does this too for me (Minecraft 14w31a) but without the extra NBT on the steve head...

It's worth noting that ctrl+pick-block doesn't completely ignore the tags, it's just that skulls have different tags for blocks vs items.

@njb508 Are you sure you're playing in Minecraft 1.8.1 Prerelease? It does work for me.

Banners cannot be picked too. When I try, there appear a black banner
