Dispensers consume bonemeal even if there is no crop to grow in front

I noticed in the latest snapshot that when a dispenser with bonemeal in it is triggered, the bonemeal is consumed even if their is not a crop/tree/flower to grow in front of the dispenser.
This is a change from the behavior that has been in place for quite some time.

What did I do:
I had a dispenser with a bonemeal in it, and the dispenser is pointing at a block, which has a fully grown wheat plant on top of it. I click a button to activate the dispenser.

What happened:
The bonemeal was consumed, even though it was not used to grow the wheat (it was already fully grown). The green particle effect is displayed.

What I expected to happen:
The dispenser should have 'clicked' but since the bonemeal was not actually used to grow a crop, the bonemeal should not have been consumed.

Confirmed in 14w31a.
In 1.7.x and I think 1.6.x and 1.5.x, bonemeal was changed so that it takes multiple bonemeal to grow things. As part of this change, it was also made so that bonemeal would not be consumed when it was activated on a crop that was fully mature.
In the snapshot, it still takes multiple bonemeal to grow crops, but it is also being consumed when used on mature crops. See the middle of http://youtu.be/EsHf9usSs2Y

It's the same when you are holding the bone meal in your hand and use it

in 14w32b bonemeal is no longer consumed when used manually on mature crops. Have not confirmed dispensers in this snapshot.

Can confirm MC-61601 still in 14w32d
