Rabbit Of Caerbannog Does Not Damage Players In Water

As I did some testing with this crazy type of rabbit, I noticed that they're not able to damage players in water, only on land? Either that or they do not damage when not touching any blocks. I am sure this is a Minecraft bug as the rabbit of caerbannog should be able to damage mobs and players in water.
