Try setting up stairs with walls on ether side. Now, don't have the cursor directly on the wall, but walk along the wall. I cant go up stairs like that.

Also on 64 bit Win 8, 14w31a. Going up and down a 1 wide 4 high stairway, getting stopped randomly when against a wall.

I have found this glitch but it seems that as long as you are walking into a wall next to the stair and there is a block that is two blocks up and to the right then you will have that issue on the right of that stair if there is a block two up and one to the left then you will have that issue on the left.
