Mining Fatigue Survival Arm Moving Glitch

I was making a world with command blocks to play with my friends, but when I gave myself Minig Fatigue, whatever in my hand moves really slowly like I was in creative mode, but I was in survival. Is this a glitch or is it intentional? (Also, by the way, I only clicked the block, I didn't try to break it.)
