Redstone blocks placed using /setblock not firing dispensers

When using a setblock command to update a dispenser to place a command block, the redstone block places using the setblock command is not causing the dispenser to fire and requires an update twice to be able to fire manually. One to "clear" it, one to cause the reaction

World the bug is acting on attached. Required to summon an EnderCrystal on ground level (stone) and then walk through it. This will begin the chain reaction. Watch the redstone blocks that are placed beside the dispenser in the ground. they are not updating

I downloaded your world file, but I have no idea how to test the issue.
Are you saying the command block dispenser wont activate the command when it automatically dispenses the command block?
