[MC-64515] Inconsistency in piston timing

I was testing to see if MC-54567 got fixed and found out piston timing sometimes is 2.5 game ticks and sometimes 2 game ticks (when using a sticky piston + a full cauldron + a comparator)

This seems to have been fixed sometime between 14w31a and 1.8.1-pre3.
