Cows can't/won't climb hills

I expected the cow I was leading with wheat to follow me to my base

When I reached a small hill which the cow should easily have jumped/climbed up the cow made the jumping animation but instead of moving forward up the hill it just stayed in one place. The hill had a slope of 1:1

Steps to Reproduce:
1. Lead a cow to a small slope
2. Go up the slope the cow will not be able to jump up the 1 block rise
